  • In London, circa 1897, a young Bird named Kessie is celebrating her birthday with her Rabiit father, Rabbit. Suddenly, Stan & Heff, a weasel and heffalup, barges in, and after a brief struggle, disappears with Rabbit. Stan & Heff take Rabbit to Cat R. Waul who commands him to create a clockwork robot which mimics the Queen of the Mice so Waul can rule England. Rabbit initially refuses to participate in the scheme, whereupon Waul threatens to harm Kessie. Kessie searches to find Tigger of Baker Street, a world-famous detective and Ratigan's archnemesis. Returning to London after a tour of duty in Afghanistan, Dr. David Q. Winnie the Pooh Bear stumbles upon Kessie, and helps her find Tigger's residence. At first, Tigger is reluctant, but when Kessie mentions Stan & Heff, Tigger now realizes his chance to capture Waul. Tigger and Pooh take Eeyore, Sherlock Holmes's pet donkey, to track Stan & Heff's scent, where they find them in a toyshop stealing clockwork mechanisms and toy soldiers' uniforms. Stan & Heff later trap Kessie by ambushing her from inside a toy cradle. Tigger and Pooh pursue Stan & Heff, but become entangled and fall behind. While searching the shop, Pooh discovers Stan & Heff's checklist, to which Tigger does some chemical tests to discover the list came from a riverfront near the Thames. Tigger and Pooh disguise themselves as cowboys and go into a tavern called the "Rat Trap" and follow Stan & Heff to Waul's headquarters. They are caught, and Waul ties them to a spring-loaded mousetrap connected with a Rube Goldberg machine. Waul sets out for Buckingham Palace, where Stan & Heff and his accomplices kidnap the queen. Tigger, along with Pooh, deduces the trap's weakness and escape just in time. Back at Buckingham Palace, Waul forces Rabbit to operate the toy Queen, while the real Queen is taken to be fed to Wooster and Hawk. The toy Queen declare Waul the ruler of all London, and he announces his tyrannical plans for his new "subjects". Just then, Tigger, Pooh and Kessie save Rabbit and the real Queen, and apprehend Stan & Heff (along with Waul's other henchmen). Tigger seizes control of the mechanical queen, making it denounce Waul as a fraud and tyrant while breaking into pieces. The crowd, enraged by Waul's treason, start climbing on him and defeating his shanty guards (meanwhile, Eeyore chases down Hawk and delivers her straight to the Royal Guard Dogs). Waul frees himself and escapes on his dirigible with Stan & Heff, holding Kessie hostage. Tigger, Pooh, and Rabbit create their own craft with a matchbox and some small helium-filled balloons, held under the Union Jack. Waul throws Stan & Heff (who can't fly) into the Thames River to their death, and then attempts to drive the dirigible himself. Tigger jumps on to the dirigible to confront Waul, causing him to crash straight into the Big Ben. Inside the clock, Tigger manages to get Waul's cape stuck on some gears and rescues Kessie and safely delivers her to Rabbit. Waul, however breaks free and nearly kills Tigger (even knocking him to the dirigible) until the clock bell strikes 10:00 and Waul falls to his death, taking Tigger with him. However, Tigger manages to grab the wreckage of Cat R. Waul's dirigible and save himself from falling just in time. Back at Baker Street, Tigger and Pooh recount their adventures, as well as the queen's gratitude for saving her life. Afterwards, the Flavershams leave to catch their train. As Pooh tries to leave, a distraught new client persuades both Tigger and Pooh to help her. Finally, Tigger proclaims Pooh to be his "trusted associate, Doctor Pooh Bear, with whom I do all my cases".
